Campus Housing at Illinois Central College to Reopen in August After Sale to Local Ownership Group

East Peoria, IL (03/18/2026) — Illinois Central College announced that the ICC Educational Foundation has completed the sale of the college's campus housing properties, paving the way for student residences to reopen to ICC students beginning in August.

The residences were purchased by a local investment group led by longtime Peoria-area real estate investors Brad Joseph, Bill Joseph, and Chad Joos. The sale was finalized on Friday, March 6. The property will be professionally managed by Young America Realty.

The residential complex, which can accommodate up to 320 students, will reopen for the upcoming academic year under new local ownership committed to supporting ICC students and strengthening the surrounding community.

"On-campus housing strengthens the overall college experience," said ICC Interim President Bruce Budde. "We are pleased to partner with an organization that shares our commitment to students and to this community. Students who live on campus are often more engaged and more successful, and we look forward to once again offering that opportunity at ICC."

Ahead of the complex's reopening, the owners are undertaking a rehabilitation focused on improving the appearance, comfort, and functionality of the residences. Planned updates include new carpet, fresh paint, updated kitchen appliances, and refreshed furnishings, along with other improvements designed to create a more welcoming environment for students.

With strong ties to the Peoria area, Chad Joos says the group is committed to making decisions that support ICC, respond to student needs, and benefit the broader community.

"Having local ownership matters," Joos said. "We understand this market, we care about this community, and we see the value in creating a quality living environment that enhances campus life."

The sale follows a multi-month evaluation process led by the ICC Educational Foundation. Multiple qualified bidders participated in the process to ensure the selected partner represented the strongest long-term fit for ICC students and the college community.
